Q & A: Approval for Special Goods to be Imported into China
Q: We plan to import some human genome DNA as samples for scientific research. The samples are non toxic, do not have infectious sources, do not harm to human and animals. What preparation we shall do before importation?
A: Microorganism, human tissues, biological products, blood and blood products are special goods that needs to apply for health quarantine approval which is also called approval for special goods.
Q: Where shall we apply the approval for special goods?
A: the regional customs of destination place.
Q: Are there any requirements for the applicant?
A: Normally the applicant shall be owner of special goods to be imported or their China customs clearance agent who shall possess some qualifications. The applicant of pathogenic microorganism or special goods that might contain pathogenic microorganism shall not be natural persons.
Q£ºWhat documents are needed? How long it takes to get the approval?
A: application form, description of specials goods to be imported, basic info of the applicant, qualification documents for laboratory bio-safety. It will take round one month taking document preparation and customs review.
In addition, if special goods to be imported are biological products and human blood products that are used to prevent, diagnose or treat human disease, medicine registration certificate shall be provided. If special goods to be imported contains or might contain pathogenic microorganism, documents that describe biological characteristics and supporting documents that prove the user or production operator possesses the prevention and control abilities at bio-safety aspects. Units that use imported special goods that contains or might contain pathogenic microorganism shall provide documents that prove them hold bio-safety laboratory qualifications that match the special goods¡¯ bio-safety risk level.
Approval certificate issued by province level (or above) health competent department shall be required for highly pathogenic pathogenic microorganism/virus to be imported.
Q: Our samples might be divided into several batches and be imported separately. Shall we apply a few approvals for special goods?
A: Approval for special goods can be used in batches within the validity period. When approval expires, a new one shall be applied. Special goods of different safety risk level is of different validity periods.
Q: Except Approval for Special goods, what documents are required for handling customs clearance in China?
A: sales contract, invoice, packing list, and air/sea waybill.
