A Stuck DHL Parcel That Was Not Possible to Clear

On June 21£¬2021, a DHL parcel arrived at Guangzhou airport and was stuck. Four days later, the receiver reached us, a customs agent in Guangzhou, on wechat and asked for assistance in customs clearance. But when he told us what were contained inside, we knew clearance was a mission impossible and the parcel must be returned or destroyed.

The parcel contained one set of sports joging and 13 pieces of rechargeable pre-paid cards not linked bank account. What made customs clearance the 13 x pre-paid cards. According to customs regulations, one individual can only receive one pre-paid card from other countries. 13 pieces were far too much. China customs would presume they were for gambling and rejected their entry into Chinese mainland. If import declarations were initiated, the parcel would be hold by Guangzhou customs 100%. So we suggested the receiver get the parcel returned to where it was sent. On June 29, 2021, the parcel was returned from Guangzhou airport to Mali.

Pursuant to Article List Banned from Entry and Exit by PRC, press work, films, photographs, records, movies, audio tapes, video tapes, laser discs, computer storage mediums and other articles that are harmful to China¡¯s politics, economy, culture, and morality are prohibited from import and export.  13 x pre-paid cards are easily linked to gamble which is harmful for morality, and that is why they could not be cleared.

Recently, China customs intercepted and captured several courier parcels with gambling chips via x-ray inspection. People tried to export the gambling chips by declaring them as plastic chips, but failed. All the parcels were held by China customs.

Before sending DHL/Fedex/UPS/TNT parcels to China, it is better to consult a China customs agent to see if any customs supervisions or special documents are required for the customs clearance of the contained items.
